The JAERI-FEL driven by a superconducting rf linac has been developed to produce high-power infrared light sources. So far, stable kW-level laser output was obtained with quasi-CW operation. In order to gain higher output lasing power, energy-recovery experiments are planned. In the present report, we give the detailed design of the recirculating linac and discuss the beam transport dynamics.
